Workshop “Identifying key indicators and structure of future Vietnamese National TVET Report”

Trilateral Cooperation between NIVT/GDVT, GIZ and BIBB

From 10th – 11th April 2012, further steps for developing the future Vietnamese National TVET Report were discussed in Hanoi between the Institute for Vocational Training Research (NIVT) under management of General Department of Vocational Training (GDVT), the German Federal Institute for Vocational Education and Training (BIBB), and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. This was a follow-up workshop, with the previous workshop on “Development of the Vietnamese National TVET Report” organized by the above three organizations in June 2011.

At the workshop, participants (NIVT researchers, GDVT officials, experts of BIBB and GIZ, representatives of MoET and GSO) exchanged opinions and experiences of Germany and Vietnam in identifying key TVET indicators/data, structuring the National TVET Report as well as mechanisms and procedures to develop the National TVET Report. Valuable information and lessons learnt from Germany as well as useful advices of BIBB and GIZ experts were highly appreciated and absorbed by NIVT researchers and GDVT officials.

The National TVET Report for the year 2011 is a first pilot for NIVT/GDVT to develop the annual National TVET Report in the coming years. On the one hand, the Report directly serves the Regional TVET Conference conducted by MoLISA and BMZ in October this year, by focusing on four major topics of the Conference (i) Occupational Standards, (ii) Cooperation between TVET institutes and enterprises, (iii) TVET Teacher/trainer training, and (iv) Financing of TVET. Only available data/indicators will be used for the National TVET Report 2011. On the other hand, this Report is also a preparation for development of an effective mechanism and procedure from phases of identification to collection of data/indicators and then analyses, writing and launching the annual National TVET Report.

At the end of the workshop, participants agreed on key data/indicators and the structure of the National TVET Report. A detailed plan for all three organizations involved in developing the Report up to its launching time, middle of October 2011, has also been prepared and agreed. The plan is a basis for implementing the trilateral cooperation in developing the National TVET Report in Viet Nam.
