DEVELOPMENT OF ACTION PLAN FOR GREEN TRANSFORMATION AT TVET INSTITUTES FROM DATA TO PRACTICAL ACTION

Within the framework of Viet Nam – Germany Development Cooperation, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Viet Nam, with funding from the Study and Skilled Workers Fund (SFF), organised the workshop on “Development and Review of Action Plan for Green Transformation at Technical and Vocational Education and Training (TVET) Institutes” on 03–04 February 2026 at An Giang Vocational College. The workshop brought together 35 focal points in charge of greening and quality assurance from 11 TVET colleges. This event marked an important continuation in a series of support activities aimed at assisting TVET institutes in applying the UI GreenMetric criteria and implementing Green Transformation strategies based on real data, with clear roadmaps and sustainable implementation.

Enhancing data-driven decision-making capacity

Through guided sessions and hands-on practice, participants worked directly with collected data aligning with the UI GreenMetric assessment framework to analyze their status across the six main criteria of the  and to identify key issues requiring priority improvement. The application of SWOT analysis and data-based risk assessment helped institutes to shift from intuitive planning approach to more evidence-based, logical, and easily monitored processes during implementation.

Peer learning through practical sharing and discussion

Participants highly appreciated the inter-institutional group work, which provided opportunities for open sharing of challenges, implementation approaches, and lessons learned throughout the Green Transformation process. In addition, on-site visit and experience-sharing sessions from An Giang University and Ton Duc Thang University offered practical examples of green transformation implementation and data management, giving TVET institutes valuable insight into contextually appropriate applications.

In his closing remarks, Mr. Nguyen Thanh Hai, Rector of An Giang Vocational College, stated: “The workshop has supported TVET institutes in gradually refining the process of developing Green Transformation Action Plan aligned with the UI GreenMetric criteria, ensuring logical consistency from baseline assessment to action identification and mechanisms for continuous improvement.”

Finalizing Green Transformation Action Plans and post-workshop commitments

All participating institutes received direct feedback from consultants and peer TVET institutes, enabling them to develop initial action plans covering key components such as SMART goal setting, specific activities, assignment of responsibilities, implementation timelines, monitoring indicators, and anticipated resources. This was considered a critical foundation for immediate post-workshop implementation rather than remaining at a general strategic level. The on-site visit to An Giang Vocational College’s facilities also generated concrete improvement suggestions for both the host institutes and participating TVET institutes.

At the conclusion of the workshop, all institutes demonstrated their commitment to further refining and implementing their Green Transformation Action Plans in the subsequent phase based on the draft plans developed. Overall, the workshop delivered tangible outputs for each institute, while developing capacities in data analysis, planning, and implementation of green transformation activities aligned with international standards. This foundational step positions TVET institutes to progressively participate in and improve their performance in the UI GreenMetric Ranking, while advancing sustainable development aligned with practical contextual conditions.
