Understanding enterprises’ requirements in order to improve demand orientation of training offers

“To enhance demand-oriented training, it is essential to understand the enterprises’ recruitment strategies and how TVET graduates’ competencies can correspond with the requirements of the labour market. The enterprise survey therefore is a useful quality assurance instrument at both, the institutes’ and the policy levels to improve training quality and the TVET system”, Dr. Pham Vu Quoc Binh, the Director of the Vocational Education and Training Accreditation Agency (VETA) said at the opening of the advanced training course “In-depth data analysis and writing the report on results of the enterprise surveys”.

The training took place in Hanoi from 23/5 to 25/5/2018 with the participation of 55 teachers from 20 TVET institutes. Prior to this, these teachers had received basic training on the implementation method of the enterprise survey in January 2018. They had also successfully carried out a survey at 214 enterprises nationwide that recruit graduates from their respective TVET institutes. The training offered the teachers the chance to exchange lessons learnt from the implementation process of the enterprise survey. More importantly, by practicing with the data collected during the enterprise survey in the interactive training sections, the participants got familiar with advanced data analysis techniques, These included analysis of different variables to process data and present the survey results as well as elaboration of a concise report on the enterprise survey according to the report structure. At the end of the training course, participants from each TVET institute will complete a report and submit it to their institutes for improvement of training quality based on constructive feedbacks of the enterprises.

The training course was facilitated by six multipliers from TVET institutes who had been trained on tracer study and enterprise survey techniques in the first cooperation phase with VETA in 2015. By preparing and conducting the lessons during the training, these multipliers/trainers could improve their technical and pedagogical skills. They will continue assiting teachers in other TVET institutes to conduct the enterprise surveys and thereby contribute to the dissemination off the instruments on the TVET system level.

Ms. Britta van Erckelens, Deputy Programme Manager of the Programme “Reform in TVET in Vietnam” underlined the need that the participants from the advanced training course will become highly qualified multipliers in enterprise survey implementation in the future as well and encouraged a regular exchange of practical experiences and lessons learnt between the participants. This s will effectively support the Directorate of Vocational Education and Training (DVET) to improve the TVET system.

The training course was held within the field of activity “Policy Advice and System Reform” as part of the Vietnamese-German Programme Reform of TVET in Viet Nam. The programme is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ).
