In-depth study on Skills Demands and Training Capacity for Renewable Energy Sector at Central and Central Highland Areas in Viet Nam

Viet Nam is undergoing a pivotal transformation in its energy landscape, driven by a strong national commitment to sustainable development and reduced carbon emissions. Central to this transition is the rapid expansion of renewable energy (RE), particularly in wind and solar power, with the Central and Central Highlands regions playing a key role due to their abundant natural resources. The RE sector is expected to generate over 100,000 direct jobs and contribute up to $80 billion USD to the economy. However, a substantial skills gap is threatening this growth.

The study on Skills Demands and Training Capacity for Renewable Energy Sector at Central and Central Highland Areas in Viet Nam of GIZ Viet Nam reveals a mismatch between the current workforce capabilities and the advanced technical and operational skills required for RE systems, especially in operation and maintenance (O&M).

The mismatch between industry demands and the competencies of TVET graduates is one of the core barriers to a resilient and sustainable RE sector. TVET institutions are often constrained by outdated curricula, limited access to hands-on training, and lack of effective partnerships with industry sector. At the same time, the RE sector itself is rapidly evolving with advances in technologies such as energy storage, grid management systems, and smart energy solutions where skilled labor is in high demand but short supply.

The urgency to bridge this skills gap calls for a coordinated effort among state agencies, educational institutions, businesses, and international development partners like GIZ. This study aims to examine the root causes of the skills gap, evaluate the readiness of current training and workforce development initiatives, and provide actionable recommendations for building a future-ready workforce that can power Vietnam’s green energy ambitions.
