Strengthen cooperation with the business sector in technical vocational education and training for skilled workforce in the wastewater sector

On June 7, 2019, the workshop “Cooperation with the business sector in technical vocational education and training (TVET) for skilled workforce in the wastewater sector” took place in Hanoi. There were more than 60 delegates attending the workshop, including leaders of The Directorate for Vocational Education and Training (DVET), Vietnam Water Supply and Sewerage Association, the management board of Ho Chi Minh Vocational College of Technology II, College of Construction. No.1, Hue Industrial College and representatives of wastewater companies operating in the North, Central and South.

At the workshop, as representative of DVET and key contact person of DVET for the pilot training programme, Mr. Do Van Giang, Vice Head of Formal Training Department shared: “DVET highly appreciates and fully agrees with the approach: beginning with developing the occupational standard, taking the standard as basis for deriving the learning outcomes and curriculum, assessment and examination against the occupational standard. Another remarkable success of the pilot training programme is establishment of an effective cooperation mechanism among relevant stakeholders in the form of a Steering Committee with strong participation of the DVET, line ministry (Ministry of Construction), sector association (Vietnam Water Supply and Sewerage Association), TVET institute and enterprises”.

Under the coordination of the Vietnam Water Supply and Sewerage Association, wastewater companies have actively and substantially participated in the most important steps of the entire training process, including: building occupational standard, learning outcomes; conducting in-company training phases with a duration of more than 30% of the total training time and directly participating in the process of developing and implementing the examination. The close coordination between TVET institutes and business sector is the key to ensuring quality and practicality in training, assisting graduates meet the actual requirements of businesses.

The success of the pilot training programme serves a solid basis to disseminate the cooperative training for “Sewage Engineering Technicians” to two new TVET institutes, namely: Hue Industrial College along with 2 partner businesses: Hue Urban Environment And Public Works Joint Stock Company and Da Nang Drainage and wastewater treatment company; College of Technical Construction No.1 along with 3 partners: Hai Phong Sewerage and Drainage Company, Bac Ninh Sewerage And Wastewater Treatment Joint Stock Company, Thai Nguyen Sewerage and Urban Infrastructure Development Company Ltd..

In order to ensure a sustainable cooperation between TVET institutes and the business sector, the “Programme Reform of TVET in Viet Nam” has supported its partners to establish three advisory boards for “Sewage Engineering Technicians” at 3 TVET institutes: Ho Chi Minh Vocational College of Technology II, College of Technical Construction No.1 and Hue Industrial College. Three advisory boards were introduced at the workshop and well-received by participated organisations and companies.

Dr Juergen Hartwig, Director of the Programme “Reform of TVET in Viet Nam” (GIZ) commented: “All these achievements is a new progress in linking the business sector to TVET, this is also one of the keys to the success of the German vocational training that we wish to integrate in a long-term and sustainable approach in the TVET system in Viet Nam”.

The workshop is held within the field of activity “TVET for a Skilled Workforce in the Wastewater Sector”, part of the Programme “Reform of TVET in Viet Nam”, implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ).
