On Friday, 27 October 2017 Ms Ute Möhring, Senior Policy Officer Viet Nam, Federal Ministry for Economic Cooperation and Development (BMZ) visited LILAMA 2 International Technology College (LILAMA 2) and Ho-Chi-Minh College of Technology II (HVCT) to have a first-hand impression about the results of the Vietnamese-German Programme of TVET in Viet Nam.

At LILAMA 2, capacity development activities of the Technical Cooperation (TC), implemented by GIZ ensure an effective use of the state-of-the-art equipment which was financed by BMZ and implemented by the German Development Bank (KfW). Through well-trained teaching staff of LILAMA 2, resulting from the on-going capacity development activities by the TC , LILAMA 2 will be able to offer high-quality, demand-oriented training based on the German standard in the future. During the workshop tour, Ms Möhring had the opportunity to witness the practical-oriented training approach applied at LILAMA 2. Mr Nguyen Khanh Cuong, rector of LILAMA 2, informed about the results and further ideas for cooperation. In addition, Dr Le Van Hien, President of LILAMA 2, explained the challenge faced by TVET institutes to recruit trainees, the need for the school management to think like the business sector and the necessity to train according to the demands of the business sector.

At HVCT, the delegation received a warm welcome from the HVCT management board, college teachers and In-Company Trainers. Dr Nguyen Thi Hang, Rector of HVCT, briefed the delegation on the most important achievements of the Vietnamese – German Development Cooperation at HVCT since 2006.  Dr Hang and representatives of the Vietnam Water Supply and Sewerage Association (VWSA) as well as of member companies highlighted the progress that has been made in establishing initial and further training for skilled workers in the wastewater sector. The close cooperation with the business sector in the development of the occupational standard and the derived training programme, the delivery of the training at the college and in the partner companies as well as examination and certification ensures the demand- and practice-orientation of the training. VWSA and its member companies expressed their strong commitment to continue to collaborate with HVCT to replicate and spread the cooperative training approach to other regions in Viet Nam and other occupations.

Ms Möhring appreciated the achievements of the “Programme Reform of TVET in Viet Nam” and the suggestions to place initial and further training of teaching staff, requirements of industry 4.0 for TVET and quality management at the centre concerning the continuation of the programme.
