Vietnamese – German Cooperation in TVET: Appointment of 3 CIM experts at GDVT (MoLISA)

Technical and Vocational Education and Training (TVET) is one of the priority areas within the Vietnamese-German Cooperation. In partnershipof General Department of Vocational Training (GDVT), Ministry of Labour, Invalids and Social Affairs (MoLISA) and Gesellschaft für Internationale Zusammenarbeit (GIZ) on behalf of Ministry for Economic Cooperation and Development (BMZ) the Technical Cooperation of “Programme Reform of TVET in Vietnam” is beeing implemented. Its scope of support is comprehensive, from institutional to policy making levels. This include analysis and studies on TVET system issues, capacity building for training and management staff of the TVET sector andadvisory services. For achieving the set objectives different instruments of Technical Cooperation are applied including the placement of integrated (CIM) experts at partner’s organisations. Recently, 3 CIM experts have been recuited and located to GDVT, supporting Department of Vocational Teachers and Administrators and the National Institutes of Vocational Training. They will provide advisory services to GDVT on TVET system-related issues such as: Teachers training, Cooperation with Business Sector as well as Monitoring and Evaluation of TVET.

My name is Michael Büchele, born in Austria. I’m married to my wife Irmgard and father of four daughters. I have started working with NIVT of GDVT since January 2012.

After gaining my Engineer diploma in 1976, I worked for several industrial enterprises in Austria from 1977 to 1989. My areas of work included organizational development, increase in efficiency and human resources management with emphasis on continuous in-house training for the company’s workforce.

In 1990 I set up my own management consultant firm where I was engaged in projects with the public administration, the economic department of the provincial government and the chamber of commerce and private sector companies. During my more than 30 years of professional work, I have managed to gain a vast amount of practical experience in the field of project research and implementation.

I am interested in the history and culture of Vietnam. I see my stay in Viet Nam not just as an interesting, professional opportunity, but also as a chance for my wife Irmgard and I to explore and get acquainted to the Vietnamese culture during our stay in Hanoi.

My name is Steffen Horn, German. I work in the National Institute of Vocational Training (NIVT) as advisor for monitoring and evaluation.

I graduated as Educational Scientist. I studied educational science, sociology, philosophy at the Technical University of Dresden, Germany. I did my PhD at the Institute of Vocational Education, department of Didactics of Vocational Education in the field of monitoring and evaluation of TVET in developing countries.

Experiences: The main field of my technical experience is monitoring and evaluation in the TVET Sector. I worked for six years at the Technical University of Dresden as research staff mainly in the field of evaluation and curriculum development in different research projects. I also worked for about two years as advisor in the field of evaluation, curriculum development and teacher training in different TVET projects in Ghana and also in Iraq.

My other interests include music, chess and cinema.

Name: Kai-Uwe Steger

Born in: 1962

Nationality: German

Current professional area: TVET teacher / trainer education and further training

Place: Vocational Teaching and Managing Staff Department, 37B Nguyen Binh Khiem Street, Hanoi

Mr. Kai-Uwe Steger was born in 1962 in Germany. Following long experiences in Intensive Care Nurse he graduated from University of Nordrhein-Westfalen with a degree on nursing education (TVET teachers for nursing) in the year 2000. In 2001 he moved to the Kingdom of Saudi Arabia for working in TVET trainer education in health specialties. He spent 5 years here working for GTZ (then GIZ) International Service seconded to the Ministry of Health (co-educational program for male and female under sharia law, http://www.dip.de/index.php?id=66&tx_ttnews[tt_news]=14&tx_ttnews[backPid]=58&cHash=e572d8f6d2). After that, he had two years working as Scientific Research Assistant at DIP, German Institute for applied research in nursing in Germany (http://www.dip.de). Between 2008-2011, he worked in Ethiopia as CIM integrated expert for didactics, teaching & learning in Higher Education in engineering education in Ministry of Education in Engineering Capacity Building Programme (http://www.ecbp.biz/). Since December 2011, Mr. Kai-Uwe Steger is working at the GDVT Department of Vocational Teachers and Administrators as an advisor.
