GIZ support study visit in Germany for Development of the Viet Nam National TVET Report

Under framework of the Trilateral Cooperation Agreement between the National Institute for Vocational Training (NIVT) under management of General Department of Vocational Training (GDVT/MoLISA), the German Federal Institute for Vocational Education and Training (BIBB), and Deutsche GesellschaftfürInternationaleZusammenarbeit (GIZ) GmbH, the first National Viet Nam TVET Report 2011 was developed last year and published in the Regional TVET Conference (October 2012). This Report made a landmark that Viet Nam is the first country published the National TVET Report in ASEAN region. This result was highly appreciated by experts of BIBB and GIZ. The report has been good –feebacked from other international organizations and Vietnamese research institutes. In 2013, NIVT/GDVT – BIBB – GIZ continue to cooperate on developing the next National TVET Report. Preparing for this process, GIZ and BIBB organized a study visit for NIVT researchers that took place from 18th February to 1st March 2013 in BIBB, Germany.

There was a total of four NIVT researchers taking part in the study visit, two selected ones (Mr. Nguyen Quang Viet – Director of Research Center for Skills Development and TVET Standards and Mrs. Nguyen Thi Le Huong from External Affairs Division and two others (Mrs. Nguyen Thi Ngoc Dung from External Affairs Division and Mrs. Le Thi Hong Lien from Center for Information, Analysis and Forecast), who were interns at BiBB from the on-going ILT course organized by HCD – GIZ. All participants had learnt about topics of Occupational Standards, Cost-Benefit analyses in VET, and VET Data Report Germany which were focused topics of the study visit and directly severed the development of TVET Report this year and next year. NIVT researchers had chances to join experts’ presentations and discussions as well as academic talks with BIBB’s Head of sections and leader those enabled them to obtain good practical understanding and German experiences for not only the major above topics of the study visit, but alsofor other relating issues such as the European Qualifications Framework (EQF), research implementation and management at BIBB, the leading VET institute of Germany.“The knowledge and information we have gained during the study visit are very interesting and useful for the development of next Viet Nam TVET Reports in particular and for our work at NIVT in general as well.” Mr. Nguyen Quang Viet, said during the study visit.

At the end of the study visit, the team of researchers produced a Project Plan and draft Report structure for the TVET Report of this year by applying their gained knowledge. This tangible products and high-learning spirit of NIVT’s researchers in the study tour were appreciated by BIBB experts; and that also proved that the study visit was fruitful.  Based on results of this study visit, NIVT/GDVT – BIBB – GIZ will further develop plan for development of the next National TVET Reports.
