MANAGEMENT OF STUDENT WITH DISABILITIES IN TECHNICAL VOCATIONAL EDUCATION AND TRAINING

Integration of people with disabilities (PwDs) in vocational education and training does not only meet the needs and different abilities of learners; ensure equal learning rights; respect the diversity and difference of learners; but also helps vocational education and training institutes to increase their value, promote innovation, create social impact and diversify student resources.

Aiming towards building an inclusive training environment, the Vietnameses-German Cooperation Programme “Reform of TVET in Vietnam” organized two online training courses of “Management of student with disabilities in technical vocational education and training” for 23 teachers and staffs of 11 partner colleges on February 23, 2022 and February 24, 2022.

The training courses equipped teachers and staffs at partner colleges with knowledge and skills related to the concept and process of management student with disabilities and how to assess the needs of student with disabilitieswith resources of partner colleges. At the same time, the training courses also supported teachers and staff at the colleges to acknowledge the importance of assessing and understanding the needs of PwDs, thereby optimize the effectivenes of intergration of PwDs in vocational education and training.

According to the evaluation results, all teachers and staffs at 11 partner colleges consider the training courses equipped them with necessary knowledge and skills on the management of student with disabilities, including concept and implementation process; supported in collecting information, assessing the needs of student with disabilities, identifying support resources, developing support plans and monitoring the effectiveness of the management of student with disabilities. Moreover, the training courses also enhanced understanding about policies to support PwDs in education in the Law on Disablities. 100% of participants completely agreed that the training courses were very useful, practical and can be immediately applied to the management of student with disabilitites at the partner colleges.

Acknowledging the importance and usefulness of the training courses, the colleges proposed to the programme management board to organize more offline training courses to increase interaction (instead of organizing online traning courses) and to share more documents on management of student with disabilities. At the same time, it is very essential that the programme connects and introduces relevant organizations for colleges to coordinate activities in training of PwDs.

The activity took place within the framework of the Programme Reform of TVET in Viet Nam, funded by the German Federal Ministry of Economic Cooperation and Development (BMZ), and is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in cooperation with the Directorate of Vocational Education and Training under the Ministry of Labour, Invalids and Social Affairs of Vietnam.
