TVET in Vietnam

The considerable successes in economic development that have been achieved since the start of the national reform programme Doi Moi represent an enormous challenge for the technical and vocational education and training system. The growing economy needs qualified workers, but there is a lack of highly trained professionals on all levels. The subsequent shortage of qualified personnel in sectors with growth and employment potential has a negative impact on the quality of the production processes and consequently on sustainable growth. At the same time, the employment problem becomes more critical. Annually, over one million new workers need job opportunities. However, the employment potential of the growth sectors cannot be fully utilised due to the lack of a qualified workforce.

The range of initial and further vocational training which is on offer is not sufficiently demand- and future-orientated, and tends to be inflexible. The Vietnamese Government is aware of these problems and is making considerable efforts to reform and expand the vocational training system in regard to:

  • Efficient finance mechanisms.
  • Cooperation with industry.
  • Used and maintained modern equipment.
  • Market-oriented curricula.
  • Competent teaching and management staff.
  • Exchange of experiences in international networks.
  • Inter- and cross-sectoral dialogue and transparency.

The further development of a demand-orientated TVET system is recognized as a very important task within the reforming process (modernization, growth, integration into the world economy, employment promotion and poverty reduction). The Vietnamese Government is aiming to increase the participation of qualified workforce from 26 % in 2010 and 50 % in 2020 (Strategy MoLISA). The 2005 approved Education Law and the 2006 approved TVET Law are a solid basis for the further design of the regulation and steering function of the government in the TVET sector as well as the role of economy.
