    Joint efforts to transform TVET institutes into greener learning and training environments

    “The Vietnamese Green Growth Strategy (VGGS) emphasises that Technical and Vocational Education and Training (TVET) plays a significant role in sustainable and green development by training a skilled labour force for a green economy”, Dr Pham Nang Khanh, Deputy Director, Directorate of Vocational Education Training (DVET) pointed out at one of the training workshops “Multiplier Training Workshop on Implementation of Greening TVET Institutes”. Two workshops took place from 5 to 6 July in Hanoi and on 11 July 2018 in Ho Chi Minh City. Nearly 100 representatives from DVET, Ho Chi Minh City Department of Labour, Invalids and Social Affairs (DoLISA), the business sector, and TVET institutes from across the country participated. Through intensive training, group work and discussion sessions, many recommendations and lessons learnt were derived. As a result, the participants developed realistic measures to transform their respective TVET institutes into greener learning and training environments.

    Greening TVET – a motor for implementing the National Green Growth Strategy in Viet Nam

    “Greening TVET (Technical and vocational education and training) is the master key for sustainable development and one of the priority areas of Viet Nam's government to achieve the National Green Growth Strategy. This is a new process during which public administration as well as TVET Institutes are required to take specific action which has to be agreed upon among the stakeholders”, said Dr Truong Anh Dung, Deputy Director of the Directorate of Vocational Education and Training (DVET) at the workshop “Development of an Action Plan for Greening TVET in Viet Nam”. Taking place on 3 July and 4 July 2018, in Hoa Binh province, the workshop attracted 25 participants, including leaders of DVET, specialists of DVET relevant departments and leaders from TVET institutes. They contributed valuable inputs to build a 5-year Action Plan for Greening TVET in Viet Nam for the period from 2019-2023.

    First In-Company Training Phase for the Pilot Class of Construction Mechanics Technicians

    From May 12 to June 23, 2018, 23 trainees from LILAMA 2 International Technology College (LILAMA 2), Dong Nai province took part in the first in-company training phase for the pilot class of Construction Mechanics Technicians. Implemented at MARTECH BOILER company in Dong Nai Province, the training was a practical experience for the trainees to further develop their occupational competence, mainly in forming metal sheets, tubes, steel bars and all kind of profiles made of different materials by conventional machine tools. During the training, the trainees also gained technical knowledge and skills in maintaining operating equipment and technical systems.

    “Green” TVET for green growth

    “Technical and vocational education and training (TVET) is one of the key priorities to achieve green growth in Viet Nam”, said Dr Truong Anh Dung, Deputy director of the Directorate of Vocational Education and Training (DVET) at the launching of the initiative "Greening TVET - environmental protection in TVET institutes in Ho Chi Minh City". The event took place on 27 June 2018 at the Ho-Chi-Minh Vocational College of Technology (HVCT). Jointly organised by the Ho Chi Minh Department of Labour, Invalids and Social Affairs (DoLISA) and the Programme Reform of TVET in Viet Nam, the event attracted more than 50 representatives from local authorities, TVET institutes and business partners from Ho Chi Minh City to attend.

    The cooperative training programme “Sewage engineering technicians” shared success experiences to ASEAN

    From 21 June – 22 June 2018, 60 policy makers from public institutions and representatives of business and technical vocational education and training (TVET) institutes from ASEAN region participated in the 7th regional policy dialogue on TVET “Business and industry cooperation in TVET – towards a better practice for ASEAN” in Jakarta, Indonesia. The regional policy dialogue was hosted by the ASEAN Secretariat with the support of the Regional Cooperation in TVET programme (RECOTVET - GIZ). In the dialogue, Dr. Nguyen Thi Hang, Rector of the College of Technology II (HVCT) and Mr. Nguyen Van Thien, Chairman of Binh Duong Water - Environment joint stock company introduced the cooperative training programme “Sewage engineering technicians” in Viet Nam. The speakers demonstrated the achievements and success factors based upon three years of implementation experience and also identified lessons learnt,challenges and discussed recommendations for the policy makers to strengthen the cooperation with the business sector in TVET.

    Interesting impulses for the reform of TVET in Viet Nam in light of Industry 4.0

    “The inputs and discussions at the BIBB Congress 2018 and the subsequent study visit to BIBB provided highly interesting impulses for the further development of a Vietnamese TVET system for all - especially in light of increasing digitalization and Industry 4.0”, Dr. Truong Anh Dung, Deputy Director General of the Directorate of Vocational Education and Training (DVET) stated. Dr. Dung headed the Vietnamese-German delegation, including five representatives from DVET, the National Institute of Vocational Education and Training (NIVET) and the Vietnamese-German Programme Reform of TVET in Viet Nam attending the BIBB Congress 2018 in Berlin from June 07th to 08th, 2018, and a four day study visit, both hosted by the Federal Institute for Vocational Education and Training (BIBB), Germany.

    Short-term training courses to meet the urgent demand for skilled workforce in wastewater companies

    From May 28th to May 30th, 2018, in Quy Nhon, the Vietnam Water Supply Associate (VWSA) organised the short-term advanced course “Operation of wastewater treatment plants and troubleshooting process”. Participants were more than 30 technicians, plant operators of Quy Nhon Urban Environment Joint Stock Company and new teaching staff of the College of Technology II (HVCT) in Ho Chi Minh City.

    Further training course reflecting industrial standards equips teaching staff with advanced competences in Mechatronics

    “The training course was very practical with practice-oriented exercises based on industrial standards. I will definitely use this approach for the regular training at my college”, Mr. Luong Quang Tien, a participating teacher from Dong Nai College of High Technology (DCoHT) expressed his feedback during the advanced training course on installation and testing of pneumatics and hydraulics controls.     Further training to enhance capacity of teachers – Key element to reform education and training

    Given that the qualification of teaching staff is crucial for the quality of training, a further training course for teaching staff and in-company trainers took place in Ho Chi Minh city from May 15 to May 23, 2018. Participants of the training were new teaching staff of Ho Chi Minh College for Technology (HVCT) and 8 new in-company trainers of wastewater companies from Thai Nguyen, Hai Phong, Hue, Da Nang and Binh Duong.

    “To enhance demand-oriented training, it is essential to understand the enterprises’ recruitment strategies and how TVET graduates’ competencies can correspond with the requirements of the labour market. The enterprise survey therefore is a useful quality assurance instrument at both, the institutes’ and the policy levels to improve training quality and the TVET system”, Dr. Pham Vu Quoc Binh, the Director of the Vocational Education and Training Accreditation Agency (VETA) said at the opening of the advanced training course “In-depth data analysis and writing the report on results of the enterprise surveys”.

    TVET teachers in Dong Nai enhance technical competences in practice-oriented training courses

    “Reading technical documents as well as the professional operation and maintenance of mechanical and electrical testing and measuring devices used in mechanical engineering are prerequisite qualifications for professional work planning and quality assurance during the whole manufacturing process", explained Mr. Ricardo Bartsch. He is one of the German trainers who conducted the further training courses “Technical Communication”, “Testing and Measuring Technology” and “Conventional Metal Cutting” for up to 25 key teachers of LILAMA 2 International Technology College (LILAMA 2), Vocational College of Machinery and Irrigation (VCMI) and Dong Nai College of High Technology (DCoHT).

    VCMI and LILAMA2 are taking part in the 10th National Skills Competition

    520 contestants from across the country, performing in a total of 24 vocational occupations, are participating in the 10th Vietnamese National Skills Competition. The skills competition takes place in Hanoi and Ha Nam from May 15 to 20, 2018. Eight participants are from the Vocational College of Machinery and Irrigation (VCMI) and LILAMA 2 International Technical College (LILAMA 2). These TVET institutes are supported by the Vietnamese-German Programme “Reform of TVET in Viet Nam”.

    Developing Occupational Competence through In-Company Training

    From March 5 to May 5, 2018, 19 trainees participated in the first in-company training phase for the pilot class of Metal Cutting-CNC Technicians at Ishikawa Seiko in Ho Chi Minh City (HCMC). The trainees are enrolled in the three-year cooperative training programme that was developed in cooperation with the business sector together with LILAMA 2-International Technology College (LILAMA 2) in Dong Nai province. The training programme started recently and will continue at LILAMA 2. Further in-company training phases, as part of the three-year cooperative training programme, are envisaged.

    Constructive Discussion on the Draft Decree on Autonomy for TVET Institutes

    On May 3, 2018, a roundtable discussion on “Autonomy Mechanism for Public TVET Institutes” took place in Hanoi. Hosted by the Directorate of Vocational Education and Training (DVET), the event provided an opportunity for around 40 representatives from TVET institutes, ministries, members of the decree drafting committee, local and international experts working in TVET to discuss strengths and limitations of the draft decree on autonomy. The workshop helped the decree drafting committee to gather further valuable input for revision of the draft.

    From April 17th to April 19th, 2018, VWSA and Field of Activity 3 piloted the Basic Course C1: “Operation of Drainage Systems” for technicians from Water Supply Sub-Association of the Central Region of Vietnam. The course trainers are experienced in-company trainers from large wastewater companies in Khanh Hoa, Can Tho, Ba Ria-Vung Tau and Ho Chi Minh City.

The Open Day attracted more than 1,200 participants including students, their parents and the management boards from high schools in Dong Nai, Binh Duong, Lam Dong provinces, LILAMA 2 alumni and current trainees as well as human resource managers from enterprises.
