LILAMA 2 International Technology College: Workshop “Achievements of Cooperative Training”
On 20 October 2020 in Dong Nai, LILAMA 2 International Technology College (LILAMA2) organises a workshop to share achievements and lessons learnt from its implementation of cooperative training programmes according to German standards.
The workshop honorably welcomed leaders from the Directorate of Vocational Education and Training (DVET), the Department of Labour, Invalids and Social affairs Dong Nai (DoLISA Dong Nai), TVET institutes as well as representatives from associates and partner companies.
Giving the opening speech, Mr Nguyen Khanh Cuong – Rector of LILAMA 2 stated that it was an opportunity for LILAMA 2 to demonstrate its capacity in implementing high-quality training to meet business needs and international standards, thereby contributing to the development the Vocational Education and Training system in Vietnam.
Since 2016, within the framework of the Vietnamese-German programme “Reform of TVET in Viet Nam”, funded by the German Ministry of Economic Cooperation and Development, the college level vocational training for the occupations of Metal Cutting, Construction Mechanics, Mechatronics and Industrial Electronics has been successfully piloted at LILAMA 2 and partner companies. Partner companies participate not only in the development of training programmes but also in training delivery and assessment of trainees during the graduation exams. Over the past four years, 341 trainees were recruited and trained according to German standards. Teachers and in-company trainers have been qualified by German experts in Germany and Vietnam and 18 teachers were recognised as equivalent to German skilled technicians. LILAMA 2 was handed over the recognition of the equivalence of the four new training programmes from the German Chamber of Crafts (HWK Erfurt).
During the workshop, the acknowledgement of German standard oriented cooperative training programme completion was awarded to 111 graduates from cohort 1 and cohort 2 of the pilot classes. The design, organisation and supervision of the final exams for the pilot classes at LILAMA2 had been supported by the German Chamber of Crafts (HWK Erfurt). The implementation of these exams has also been considered as equivalent to the German exam regulations.
“The graduates have acquired skills and competencies according to latest international standards. Thus, they are well prepared for a successful professional career. Furthermore, LILAMA 2 has proven that the cooperative training model, where enterprises and TVET Institutes jointly develop training programmes, implement school-based and company-based training phases and assess graduates, can be successfully implemented in Vietnam”, shared Dr Juergen Hartwig, Director of the “Programme Reform of TVET in Viet Nam”.
GIZ experts have also supported LILAMA 2 to integrate the requirements of digitalisation and greening TVET into the new training programmes, following the Circular No 03/2017/TT-BLDTBXH on the procedures for developing training programmes. The new training programmes are flexibly designed and developed for permeable training among different qualification levels.
Dr Truong Anh Dung – General Director, Directorate for Vocational Education and Training, MoLISA highly appreciated the achievements of the cooperative training programmes, as well as the development of four German standard training programmes of LILAMA 2 together with the support from GIZ.“These developed training programmes are not only implemented at LILAMA 2, but should also be disseminated to other TVET institutes and the system. I will soon instruct relevant departments of DVET to have the plan to receive and replicate these training programs for institutes of the system in the future.” highlighted by Dr Truong Anh Dung.
To continue the successful implementation of the cooperative training as well as multiply the approach to other TVET institutes in Viet Nam, a Memorandum of Understanding (MoU) was signed between GIZ and LILAMA 2, marking a new milestone in the relationship of the two parties.
The programme “Reform of TVET in Viet Nam” is financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in cooperation with the Vietnamese Ministry of Labour, Invalids and Social Affairs (MoLISA).
The further training in “Maintenance and repair works for Construction Mechanics teachers” for seven Mechanical teachers of LILAMA 2 International Technology College (LILAMA 2) was conducted from November 23 to November 27, 2020. This was the technical further training course conducted by LILAMA 2’s experienced mechanical trainer and organised at LILAMA 2. Seven pre-qualified participants for Construction Mechanics acquired improved knowledge in maintenance and repair works for different types of mechanical machines and they will soon receive the course completion certificates.
The further training course to instruct teachers at the College of Machinery and Irrigation (VCMI) on Using Sanitary technology equipment was conducted from November 17 to November 19, 2020. This was the technical further training course conducted by Mr Ruben Ziehler, Development Advisor at VCMI of the Programme “Reform of TVET in Vietnam” - GIZ. Participants of the training course were ten teachers who will directly deliver the training for the new occupation “Mechanics for Sanitary, Heating and Climate Technology” at the College.
