"Enhancing the scale and quality of vocational education and training (VET) is the key to economic development and the involvement of the business sector is the decisive factor to do so", Prime Minister Nguyen Xuan Phuc affirmed at the National Forum "Skilling Up Vietnam” in Hanoi on November 16, 2019. So far, this is the biggest forum on a skilled workforce that was co-organised by the Ministry of Labour Invalids and Social Affairs, Vietnamese Chamber of Commerce and Industry and relevant ministries.
LILAMA 2 Launches Final Examination for Trainees of the Cooperative Training Programme!
The first batch technician trainees of the 3-years pilot cooperative training programmes (2016-2019) are being examined at LILAMA2 International Technology College in the time between September to November 2019.
The final examinations were developed and are being implemented jointly by qualified examiners of the private sector and the TVET institute. The competence requirements and examination processes are oriented on German examination standard and have been adapted to the demands of the Vietnamese manufacturing industry by the examination committees for the four supported occupations.
22 Construction Mechanics students, 19 of Metal Cutting – CNC, 23 of Mechatronics, and 15 Industrial Electronics students verified their knowledge and skills, which they have gained from the trainings at college and extensive in-company training phases in partnering companies as Thuan Hai, Sang Tao, ISHISEI and Martech Boiler.
Mr Hartmut Stein and Mr Dirk Kittel, experts in their occupations and certified examiners were dispatched by the Handwerkskammer Erfurt (HWK-Erfurt), a competent authority in Germany, to assess the written tasks and practical assignments, to coach the examiners of the examination committees during the examination and to audit the processes equivalent to German examination standard. Mr Hartmut Stein, expert in metal technology occupations stated: “The examinations for Construction Mechanics and Metal Cutting – CNC have been developed with high competence and implemented in equivalence with the German examination standard by the examination committees. The examinees performed very well during the examinations under the time pressure and quality requirement, the conditions they are going face in the real work after graduation”.
Mr Le Tuyen Giao and Mr Nguyen Hong Tien, heads of the examination committees for Metal Cutting-CNC and Construction Mechanics expressed: “For our examinees it wasn’t easy at all to get through this examination. The structure and the processes are completely new and the knowledge and skills to be assessed are very demanding compared to previous examinations. That’s why we are very proud of our graduates to pass through under such difficult circumstance and reached a preliminary average final examination result of 63% to 92%!”
“For Mechatronics and Industrial Electronics occupations, the examinations are still ongoing but after analysing their theory and practice assignments, I can already say that the documents were developed oriented on German standard examinations. And as I could observe by now, also being implemented accordingly. The examiners from the companies and LILAMA 2 did a very good job, congratulations to all!” added Mr Dirk Kittel, expert in electro technology occupations.
The Final Examinations for the four supported occupations of the pilot cooperative training programme were organized within the component “Support for Centres of Excellence for TVET” as part of the Vietnamese-German “Programme Reform of TVET in Viet Nam”. The programme is financed by the German Federal Ministry for Economic Cooperation and Development (BMZ), implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) together with the Vietnamese Ministry of Labour, Invalids and Social Affairs (MoLISA).
