Promotion of TVET
Objective:
The cooperation project aims first and foremost to improve the training for skilled workers through consultancy services on the micro- and meso-level. This will provide enterprises in sectors with growth and employment potential with sufficient access to a qualified workforce. The focus is on the provision of demand-oriented approaches of technical and vocational education and training (TVET) and the further training of workers. The overall objective is “Small and medium sized enterprises (SME) in sectors with growth potential and employment opportunities have an adequate provision of qualified skilled workers.”
Approach:
The programme focuses on supporting initial and further training of workers according to labour market’s needs. Support is being offered to 11 TVET institutes (including 2 TVET teacher training institutes) in the provinces Hung Yen, Ha Tinh, Thai Nguyen, Nghe An, Lang Son, Nam Dinh, Thanh Hoa, Khanh Hoa, Vinh Phuc and Ho Chi Minh City.
The focus of the technical cooperation (TC) lies in offering advise at the micro- and meso-level on how to improve skilled worker training for sectors with growth and employment potential (electrotechnology/electronics, metal work, and garment/fashion design).
These TVET institutions receive support and advice in:

The development and adaptation of market-oriented training modules according to uniform standards

The preparation and development of customised teaching and learning materials

Capacity building (training) for teaching and management staff as well as increased relations between TVET institutes and economic community
GTZ, KfW, DED, CIM and InWEnt work in close collaboration on this programme. The TC activities are closely interlocked with the financial cooperation (FC) associated with the selection, delivery and upkeep of modern equipment. Results of activities on institutional level are integrated into the “TVET System Advisory Project”.

Results achieved so far:
In order to ensure and improve the quality of the market-oriented initial and further training services at the partner institutes, the programme has conducted additional training and capacity building for the teaching and management staff. Instructors have been empowered to design practical trainings, which make use of the anticipated new equipment. Market-relevant modules and teaching/learning materials have been developed and customised for select occupations according to a standardised format. The necessity of cooperating with companies in order to be able to offer market-oriented initial and further training programmes has been recognized and will be further developed in pilot projects.
