• The Ministry of Labour - Invalids and Social Affairs (MoLISA) is a governmental body, performs the state management function in the area of vocational training and other related areas. MoLISA is the coordinating agency for TVET programs within the Vietnamese-German Cooperation.

• The General Directorate for Vocational Training (GDVT) is a subordinate agency of MoLISA, function as the body that assists the Minister of Labour-Invalids and Social Affairs to exercute the state management role in vocational training. The General Director, Dr. Nguyen Tien Dung, is the Vietnamese project director for the Vietnamese-German TVET programs. GDVT is the Vietnamese implemention agency.

• Vietnam Vocational and Training Association (VVTA) is a social and professional organization, which is established on the voluntary bases of Vietnamese legal identities and individuals working in vocational and training field. VVTA is an important partner to cooperate in implementing activities to enhance  the image of Vietnamese vocational training and partnership between TVET institutions and business sector.
