TVET System Advisory Project
Objective:
The performance and demand-orientation of TVET in Vietnam are improved in a sustainable way.
Approach:
The approach is to offer political advisory services and capacity building in order to support the Vietnamese partners in elaboration, introduction and organization of strategic papers, legal regulations and ordinances for TVET.
Developing and piloting of new forms of TVET teacher training, approaches of cooperation between TVET institutes and enterprises as well as models for financing of TVET and instruments for TVET planning are supported.
The cross-ministerial collaboration of State, industry and civil society is supported at the national, regional and local level in order to ensure demand-oriented design and implementation of TVET by involving all relevant stakeholders.

Results achieved so far:
Acting on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ) and responding to the request of the partner ministry (MoLISA) and the General Department of Vocational Training (GDVT), the GTZ has offered considerable support for the development of a TVET Strategy 2010-2020 (with a forecast extending to 2025). During advisory discussion rounds with international experts, continuative discussions among the Vietnamese TVET actors were encouraged and selected issues taken up in the strategy, dealing in particular with the involvement of enterprises in the steering, designing and implementation of TVET.
Through the application of advisory services, the Vietnamese partners are supported in developing a customised concept for cooperation among TVET institutions with the economic sector as well as financing TVET. Therefore, a first step was taken to analyse existing mechanisms, challenges and courses of action. Recommendations for further arrangements were also developed. During workshops, relevant actors from the GDVT, ministries, TVET institutions and the economic sector discussed together with international experts about Vietnamese and international experiences.
A cooperation agreement was signed at the beginning of 2009 between the GTZ, the VVTA and the GDVT. In this document, an agreement was reached on common endeavours towards supporting the cooperation between TVET institutions and the economic sector (including financing mechanisms) as well as publicity work for TVET as a focus of the cooperation.
